History of soil erosion

Act 451, part 91 as amended was originally introduced as act 347 during the 1970's.  The soil erosion program began being enforced by the Road Commission.  It was not until 1994 when the Clare Conservation District took on the responsibility.  During 1994 State Legislatures formed Act 451 which entailed all environmental acts into one with each having their own part.  Part 91 covers the Soil Erosion and Sedimentation Control that is enforced at the County level.
