Notices Concerning financial hardship:

For taxpayers in danger of losing their homes due to unpaid 2019 property taxes:

  • The Clare County Treasurer will be holding a Show Cause Hearing in the Treasurer’s Office on Thursday and Friday, January 20 and 21, 2022, by appointment only.  The hearing will determine if qualifications have been met for an extension. An extension will delay foreclosure for owners who are actively working to catch up their delinquent property taxes. If you are planning to attend the hearing, please read the Financial Hardship Policy and fill out the Financial Hardship Application below. You will need to bring with you proof of income, unemployment or financial hardship and present a plan for payment of taxes due. If you intend to pay the 2019 taxes by March 31, 2022, you do not need to attend the hearing.

  • If you cannot attend the Show Cause Hearing or do not agree with show cause hearing determination, you can attend the Judicial Foreclosure Hearing in the 55th Circuit Court on Thursday, February 10, 2022 at 9:00 a.m. in 55th Circuit Court. You must file a written objection with the Circuit Court Clerk and serve those objections onto the Clare County Treasurer. Again, if you intend to pay the 2019 taxes by March 31, 2022, you do not need to attend the hearing.

Foreclosure Claimants

Beginning with 2021 tax foreclosures, in accordance with MCL 211.78t, those who hold title or equity interest in a property at the time of foreclosure, may file to claim leftover proceeds (if any are available), on parcels which sell for more than the taxes due.  Claiming potential proceeds begins with filing the below form 5743 Notice of Intention to Claim Interest in Foreclosure Sales Proceeds with the Clare County Treasurer's office by the July 1st immediately following the effective date of foreclosure.  As the Foreclosing Governmental Unit (FGU) for Clare County, the Clare County Treasurer's office will respond by January 31 following the foreclosure auctions, with a form 5744 Notice to Claimant to File Motion with the Circuit Court.  Provided there are surplus proceeds remaining for the property, the claimant may then file a motion with the circuit court between February 1 and May 15, following the notice from the FGU.  The courts will then set a hearing date and time to determine claim payments.

This applies to the 2021 and future tax foreclosure auctions and does not apply retroactively.

Please note there is a 2.75% fee by GovPayNet, a 3rd-Party processing company, on the amount being paid.  (For most Debit Cards, the fee is a flat rate of $3.95).  You may also call GovPayNet directly twenty-four hours a day 1-888-604-7888 (fee for pay-by-phone is 5% of the amount being paid).  Please have the payment location code/PLC for Clare County Treasurer Property Taxes of 7358 available for pay-by-phone services.

State law requires that a dog license be issued by the County you live in for all dogs four (4) months and older. 

Dog license fees are set by the Clare County Board of Commissioners. License fees are reviewed each year by the Board and any changes are made effective October 1.

If you are renewing a license in Clare County for a dog that the County has already received proof of spay/neuter, then only a current proof of rabies vaccination is required.

If you are licensing your dog for the first time in Clare County or your dog has recently been spayed/neutered then proof of spay/neuter is required along with a proof of rabies vaccination to obtain a license at a reduced fee. 

Dogs recently adopted from the Animal Shelter, must have a license issued within 30 days of rescue. Verification of Spay/Neuter is not required for license. Proof of adoption date must be presented at time of purchase along with proof of rabies vaccination.

All dog licenses are issued by the  Clare County Treasurer Office  located in the County Courthouse. You can stop by the Treasurer's Office at 225 West Main Street in Harrison.

If you prefer to obtain a license by mail please print out the MAIL IN FORM in pdf format and mail to the Clare County Treasurer, P.O. Box 564, Harrison, MI 48625. Please have check or money order made out for the proper amount and made payable to Clare County Treasurer. Forms not filled out completely or missing proof of vaccination or spay/neuter will be returned to you for more information.
